Can confim i've had Formula: Enchanted Wyrm's Shadowflame Crest drop on a 68 mage alt (hate ring of power) who can't even get any Loamm quests etc and has 0 progress on any campaign. To clarify, dropped from a rare (Klakatak) as treasures require lvl70 to interact. But as the Wyrm’s and Aspect need multiple crests, that problem is solved. Just make it require 3 crests.
