What I did to fix the issue was turn the tracking hz from auto to 60 hz you can do this in the oculus app by going into setting and clicking on your headset press more setting and go into advanced setting and pressing tracking frequency and changing it from auto to 60 hz this fixed my issues.

First, we would like you to try going to Settings > Gaurdian > Clear Gaurdian History. Then try setting up your play area again. Then click developer mode and turn the switch on. You will then be prompted to login, register a company, and make up a company name. Then reboot your Oculus headset to refresh the settings, and you will see Developer under All settings.
